EMS Berlin - "Full-size pavement" management system
Ensuring mobility is one of the most important tasks facing society as a whole. The road construction authorities at federal, state, district and local level are faced with the major challenge of maintaining this necessary infrastructure in a safe and serviceable condition. A targeted, economical and ecological approach in line with requirements is required - in an increasingly complex environment.
HELLER supports road authorities in meeting this challenge with customised solutions for infrastructure management.
An outstanding example of such a solution is our new full-size pavement management system EMS Berlin, which we developed on behalf of the city of Berlin. It is based on our EVE platform and represents the new standard for maintenance management: From condition assessment and the creation of so-called homogeneous sections to operational and strategic systems for the creation of maintenance programme proposals and the calculation of budget scenarios, EMS Berlin contains everything that makes up a fully-fledged pavement management system. With its flexible rights-role system and sub-network management, it enables both centralised and decentralised use at the Senate Administration and in the city districts.
Pavement Management-as-a-Service
The EMS Berlin is operated and provided on HELLER's own infrastructure. OnKo3 is used as a web client for all operational tasks, while other web clients have been developed for import and data management, strategic tasks and access management - all integrated via our EVE platform. The users of Berlin's road authorities only need a browser and an internet connection. It couldn't be simpler.

- Module for calculating key figures for homogeneous sections - fully configurable
- System for determining maintenance programme proposals (type, costs, priority) based on the current condition and other inventory information (‘operational approach’) - fully configurable
- System for forecasting and determining network-wide optimised maintenance programme proposals (type, costs, benefits) based on the condition, other inventory information and behavioural functions (‘strategic approach’)
- Dashboards for network-wide strategic evaluation
- OnKo3 for the visualisation and analysis of condition, network and inventory data as well as the management of maintenance and construction programmes
- Various reports (PDF, Excel, Word), exports (CSV) and interfaces (WMS, WFS)
- Data import interface (CSV, OKSTRA-Kommunal, network change log) for updating the system
- Rights-role system for mapping complex administration and responsibility structures
- Sub-network management for decentralised use and for tests and scenario analyses
