Dr. Heller as speaker at the Road Forum of Ermland-Masuria

From 1st to 3rd October 2017, the Ermland-Masuria Road Forum was held in Osterode, focusing on road management. 250 representatives of the road transport sector took the opportunity to discuss this topic intensively and to exchange views on current developments.

The President of the Polish Road Congress, Zbigniew Kotlarek, the Prime Minister of the Ermland-Masurian Voivodeship, Gustav Marek Brzezin, and the Director of Administration of Voivodeship Roads, Waldemar Królikowski, opened together the three-day road conference for the fourth time. Dr. Slawomir Heller was one of the first speakers to talk about the application of complex performance indicators in road engineering. With his presentation on the "Application of the Key Performance Indicators in Road Management", he made it clear that key figures can be successfully used as a control instrument in road management, especially in the outsourcing of maintenance activities.

Poland is divided into 16 voivodeships and the Ermland-Masuria is one of the most advanced administrative districts in terms of the management of voivodeship roads. In the last few years, the pavement condition survey and assessment (ZEB) was carried out in accordance with the German model and a classification system was implemented in line with the ASB standard. The administrative staff and the four building authorities all use the online portal DrogaOnline (Polish version of OnKo2) and thus have access to all relevant data.
