Federal Ministry assigns consortium to toll report

The toll report is furnished on a regular basis comprising a forecast period of five years. It is required to determine the toll rate for heavy goods vehicles (HGV) in conformity with the European law on the basis of the directive 1999/62/EG of the European Parliament and Council. The currently valid report as well as two supplementary calculations are prognosticated up to and including 2017. Over the period 2018-2022, a follow-up report will be furnished in order to re-examine and adjust the toll rates.
As, since January 1st 2015, the external costs of air pollution are included in the toll rates, they will be an inherent part of the toll report as well. External noise costs, on the other hand, will not be taken into account for the HGV toll, yet. The standards for calculating external costs arise from the Eurovignette Directive.
The basic concept of the toll report 2013-2017 has to be updated. Necessary adjustments can be derived from the planned toll legislation and further findings. The new legislation includes, for example, an extension of the HGV toll to cover all federal highways.
